Troutt Hall is USAO's main administration building and is the starting point for students to enroll, pay their bill, change their schedule, and talk to financial aid about scholarships and loans. Additionally, Troutt Hall is the home of the Neill-Wint Center for Neurodiversity. The first of its kind in Oklahoma, the center assists students with autism spectrum disorder in the transition to college life and helps ensure postsecondary success.

Troutt Hall History:
Constructed in 1910, Troutt Hall was the first building erected on the campus of the Oklahoma Industrial Institute and College for Girls. It was designed in Renaissance style by acclaimed early Oklahoma architect Joseph Overton Parr, who won national awards for his design of the Oklahoma City Civic Center Music Hall. For the first several years as the college grew, this building housed the entire campus: cafeteria, library, offices, dormitory and a small gymnasium. It retains its architectural integrity and is listed within the Oklahoma College for Women National Historic District. Known originally as the “Administration Building,” this structure was designated as Troutt Hall by the Board of Regents in 1995 in honor of Dr. Roy Troutt, the 11th president of the college.
